About StackPatrol
StackPatrol is a European website privacy and consent scanner. Detect third-party services, test consent behavior, compare disclosure sources and find European alternatives. StackPatrol is independently built and operated in Norway, with one named person responsible for the product, infrastructure and customer communication.

Product responsibility
Andreas Skaarberg
Founder and developer, based in Fredrikstad, Norway
I design, build and operate StackPatrol. That includes the scanner, vendor research, consent-state evidence, production infrastructure and the customer workflows around reports and monitoring. When a classification is wrong or a scan behaves unexpectedly, the issue reaches the person responsible for the product.
My work sits between privacy technology and web infrastructure: browser automation, network requests, consent controls, vendor ownership and the practical evidence agencies, consultants and DPOs need to review a website responsibly.
StackPatrol provides technical observations, not legal conclusions. I am responsible for explaining what the scanner measured, where its limits are, and how the service handles customer and scan data.
Why we built it
Most websites have no idea what they actually load. Marketing tags, fonts, embeds, CDNs, RUM beacons and analytics pile up, often added by different teams over years. Few people can list them all, and fewer still can say where the data goes.
Existing tools are either heavy compliance suites priced for enterprises, or browser extensions aimed at end-users. We wanted something in between: a fast, free, technical scan that gives a European startup, agency or consultant a clean overview in under a minute.
A vendor list alone is not enough. StackPatrol was built to make consent behavior observable: what happens before a visitor chooses, what appears after acceptance, and what continues after rejection. That evidence helps website owners and their advisers ask better questions and verify changes over time.
What we believe
- Transparency over magic. Our methodology page explains exactly what we measure and how the score is computed.
- A useful baseline without an account. The free front-page scan maps observed third-party services without requiring signup. Paid plans add deeper consent states, history and monitoring.
- European alternatives matter. For every common US-owned vendor we surface a curated list of European or independent alternatives, so teams can make informed choices.
- Privacy by default. We don’t track visitors with third-party analytics. Scan results are saved so you can share a report link. If you’re signed in, scans are saved to your personal dashboard for your eyes only.
- Open methodology, not legal advice. StackPatrol is a technical scanner. It does not certify GDPR compliance and it is not a substitute for a privacy lawyer or DPO.
What we are not
- A consent-management platform.
- A GDPR / DSA compliance certification service.
- A pen-testing or security scanner.
- An advisory firm: we have no commercial relationship with any of the vendors we list.
The data behind the directory
The vendor database is hand-curated. Each entry contains the vendor name, country and ownership region, what it does, and curated European alternatives. We add new vendors continuously as we encounter unmatched third-party domains.

Technical background
I am a computer science graduate pursuing a master’s degree in Applied Computer Science. My interest in privacy technology developed during an internship at iConfirm, where I saw how difficult it can be to turn privacy requirements into a clear account of what a website actually does.
That background informs the engineering work, but StackPatrol earns trust through observable product behaviour, documented methods and accountable operation.
How we’re funded
StackPatrol is a paid product with a free front-page scan that does not require an account. Pro (€39/month) adds a personal scan history dashboard and weekly monitoring for up to 5 sites. Agency Starter (€89/month), Agency (€149/month) and Agency Pro (€299/month) scale up to 10, 30 and 100 monitored sites, with white-label PDF reports on the Agency tiers. A one-time PDF audit report is also available for €79, no subscription needed.
We have no commercial relationship with any vendor we list, and we don’t sell scan data.
